This is what we will be making.
Supplies

The zip file includes the tube and gradient I used.  You may choose a tube of your own and a gradient that coordinates.  The zip also includes "My-Selections2.pspimage".  This file will appear blank but the selections are embedded in the alpha channel.  Also included is the GoldFoil.jpg.  Place this file into your patterns folder.  I used PSP 9 but can be adapted to other versions.
Ready, Set, Let's Go!
1 - Open you tube and My-Selections2.pspimage in PSP. Flood fill pspimage with white.
2 - Choose colors from your tube to create your gradient or use the tube and gradient supplied.  Set the Foreground to gradient and the background to pattern and choose Gold Foil.jpg.  Minimize tube. 
3 - Creat new raster layer.
4 - Selections>>>Load/Save Selection>>>Load Selection from alpha channel>>>Choose Left Triangle.  Load
5 - Fill with gold foil
6 - Deselect
7 - Selections>>>Load/Save Selection>>>Load Selection from alpha channel>>>Choose Left Inner Triangle.  Load
8 - Fill with gradient.
9 - Deselect
10 - Lower Opacity to 50
11 - Create new raster layer.
12 - Selections>>>Load/Save Selection>>>Load Selection from alpha channel>>>Choose Right Triangle.  Load
13 - Fill with gold foil.
14 - Deselect
15 - Selections>>>Load/Save Selection>>>Load Selection from alpha channel>>>Choose Right Inner Triangle.  Load
16 - Fill with gradient.
17 - Deselect
18 - Create new raster layer.
19 - Selections>>>Load/Save Selection>>>Load Selection from alpha channel>>>Choose Right Stripes.  Load
20 - Change gradient to angel 90.
21 - Fill with gradient.
22 - Deselect
23 - Selections>>>Load/Save Selection>>>Load Selection from alpha channel>>>Choose Left Stripes.  Load
24 - Fill with gradient.
25 - Deselect
26 - Create new raster layer.
27 - Selections>>>Load/Save Selection>>>Load Selection from alpha channel>>>Choose Outside Border.  Load
28 - Fill with gold foil.
29 - Selections/Invert
30 - Effects/3D Effects/Cutout - Settings:  H & V 5, Opacity 85, Blur 10.  Repeat Cutout using H & V -5.
31 - Deselect
32 - Open your tube.  Resize to height 375.  Copy.
33 - Paste as a new layer.  Using your mover tool, position slightly lower and to the right.
34 - Arrange the layers from top:  2 - 6 - 5 - 4 - 3 - 1.  Your image should look as above.
35 - Merge flatten
36 - Adjust/Brightness & Contrast/Clarify 2
37 - Save as a pspimage blank.  You can always open this file and add any name desired.
38 - Add your text and accent as desired.
39 - File/Export/jpg optimizer/30 compression value. Save to desired folder.
