This was done in PSP 9. You will need an image almost square. You will also need the Simple Filter.
1 - Open a new image 300 x 300
2 - Selctions/Select All
3 - Copy your image and paste into selection.
4 - Deselect
5 - Add border 5 use a color complimenting your image.
6 - Effects/Simple/Diamonds
7 - Layers/Promote Background Layer if needed.
8 - Increase Canvas Size 1200 x 306, Click lower left button at add on right side only.
9 - Add new Raster Layer
10 - Layers/Arrange/Send to Bottom
11 - Fill with complimenting color.
12 - Effects/Texture Effects/Texture/Hatch Fine Shallow or a texture of your choice.
13 - Image Effects/Seamless Tiling/Default.
14 - New Image 10 x 400
15 - Fill with a darker complimenting color
16 - Effects/3D Effects/Inner Bevel
Settings:
Bevel # 2 - Width 5 - Smoothness 13 - Depth 3 -
Ambience 8
- Shininess 0 - White - Angle 315 - Intensity
50 - Elevation
30
17 - Copy bar and paste onto background as selection.
18 - Using the mover, position on the edge of the border.
19 - Add new raster layer and add watermark
20 - Merge All (Flatten)
21 - File/Export Jpeg Optimizer - Compression Value 25.
Assemble in Letter Creator. Don't forget to tile.
