Blinded Side Border

Needed:
PSP (I used PSP 9 but this should work in other versions)
No outside filters

Settings will remain the same unless specified.

1 - Open Tube in PSP.  Duplicate Twice (Shift D)
Minimize one copy.  Close the original.
Image > Resize your tube to height of 300.  Width will adjust itself.

2 - In the Material Palette
Choose a light color from your tube in the foreground .
Choose a darker color in the background.

3 - Layers > New Raster Layer
Layers > Arrange > Send to bottom
Fill with light color
Layers > Merge > Merge Visible

4 - Effects > Image Effects > Seamless Tiling, default setting

5 - Adjust > Blur > Gaussian > 20

6 - Effects > Image Effects > Seamless Tiling, default setting

7 - Effects > Textures > Textures > Blinds

Width 10, Opacity 50, Color
(Right click on square and choose your background color)
Horizontal NOT checked
Light from left/top checked

8 - Maximize other copy of tube
Image > Resize to height of 250

9 - Edit > Copy > Paste as new layer onto background image.

10 - Effects > 3D Effects > Drop Shadow Settings:

H & V 5, Opacity 50, Blur 5.

11 - Layers > Merge > Merge Visible

12 - Canvas size 1280 x 300. Click bottom left square

13 - Layers > New Raster Layer
Layers > Arrange > Send to bottom
Fill with light color

14 - In Layer Palette, highlight the tube layer

15 - Effects > 3D Effects > Drop Shadow Settings:

Horizontal 0, Vertical 5, Opacity 50, Blur 5.
Shadow on new layer checked.

16 - Effects > Image Effects > Seamless Tiling
(Make sure the drop shadow layer is highlighted)

Edge & Vertical checked, Width 50, Transition 50

17 - Highlight the background layer
Effects > Texture Effects > Blinds

Add Horizontal, All others the same

18 - Effects > Image Effects > Seamless Tiling, Same as above

19 - (If background is not text friendly)
Layers > New Raster Layer
Fill with light color
Change the opacity of this layer to your liking.

20 - Layers > Merge > Merge Visible

21 - Layers > New Raster Layer
Add your watermark

22 - Save as optimized jpg

23 - Assemble in Letter Creator

NOTE: Tile background
Set left margin so the text does not cover the side border.
